BALKAN CONFLICT PREVENTION, CRISIS MANAGEMENT AND PEACE BUILDING PROCESSES

SAM Proposal on the Mechanisms to be established within the concept of Balkan Conflict Prevention, Crisis Management and Peace-Building Processes and the creation of the Balkan Wise-persons Group


Objectives
The Second Panel will identify and explore ideas, ways and means for:

analysing the risks, methods of early warning and prevention of the emergence of new conflicts;

• rapid settlement of the existing frozen crises;
•  stimulating sustainable stability and security and peace-building processes through a stronger contribution of NGOs / civil society;
•  promotion of a security culture.

With regard to the above-mentioned objectives, it is deemed necessary to create a ‘'Balkan Wise-persons Group'' (BWPG) during the ‘'Balkan Conference on Cooperation between the Strategic and Research Centers '' to be held on 9-10 June 2005 in Ankara .

The Balkan Wise-persons Group shall be committed to ensure the realization of the above- mentioned objectives with a view to eradicating the causes of intra and inter-state conflicts in the Balkans, by establishing a consultation mechanism.

Structure, Roles, Duties and Working Principles of the BWPG

The “Balkan Wise-persons Group” consists of Chairmen/Directors or Eminent Personalities of the Member Centers. In order to ensure the efficiency in accomplishing its mission, the BWPG should not be composed of more than ten persons. Thus, the Member Centers shall select and communicate their national representative to the President-in-Turn of the BWPG before its first meeting.

The Chairman of the BWPG is the representative of the President-in-Turn. He is assisted by the former and the forthcoming Presidents, forming the BWPG Troika. The BWPG takes its decisions by consensus.

BWGP, to better fulfil its duties, can form ad-hoc sub-groups, such as ‘'Balkan Risk Analysis and Security Culture Promotion Group'', ‘'Balkan Monitor Group'', ‘'Balkan Fact-Finding Group'' etc, which will report regularly to the BWPG.

The “Balkan Wise-persons Group” will meet once a year or more, if necessary, in the host country which holds the Presidency-in-Turn. The sub-groups decide about the venue and timing of their meetings.

BWPG monitors, analyses and identifies the situation, potential risks and threats, as well as conflict focal points in the Balkans and reports its findings and recommendations to the national authorities and international bodies.

BWPG, in order to establish, promote and enhance transparency, good governance, human rights and pluralistic democracy at Euro-Atlantic level in the Balkans, organizes seminars, conferences and training courses to determine, recommend and establish norms and principles of a security culture.

BWPG, for a rapid settlement of existing frozen conflicts makes appropriate recommendations to encourage the conflicting or contentious parties to resolve their problems through democratic and peaceful means.

BWPG, in the post conflict period carries out studies and makes recommendations on strengthening the civil society and its contributions to the sustainable stability and security, as well as peace-building processes.
